Runewords vary on their suitability for different classes and specs, as well as utility for the various Mercenaries. Stationary mobs such as Lightning Spires, Catapults, doors, barricades, etc., are far too high to touch with either Lower Resist or the reduced Poison Resist, so just have a backup plan for those. Out of the nearly 100 NPCs that are immune to Poison in Hell, 22 are just barely immune at 100, 17 are 105, 28 are 110, 6 are 115, 13 are 120, and 5 are 125-145. Lower Resist only works at 1/5 effectiveness when breaking immunities, but between this and the -23% to Enemy Poison Resist, you're in good shape because Poison Immunes tend not to be very far into the immunity spectrum. However, even the -23% to Poison damage and modest gains of Lower Resist are enough to break Poison Immunity in most non-stationary mobs. The lack of actual bonuses to Poison damage seems like a missed opportunity. Plague is nearly written for a Poison Necromancer specializing in Daggers, as there are several three-socketed Daggers in game to take this Runeword. Plague is obviously targeted at those characters who use Poison as their main attack, either as a main weapon for themselves or (most likely) as an Act V Mercenary weapon to aid with Poison attacks.
